Senate Bill 428 Summary

• Repeals G.S. 163-82.6A, which previously allowed certain individuals to register and vote in primary elections under alternative procedures.

• Removes references to G.S. 163-82.6A from multiple sections governing voter registration deadlines, primary election participation, absentee voting, and identification number validation requirements.

• Changes one-stop absentee voting eligibility period from beginning the third Thursday before an election to the second Thursday before an election.

• Adds provision allowing county boards of elections to provide general election ballots up to three days after Presidential and Vice Presidential nominee certification in presidential election years if that certification occurs after the 57-day deadline.

• Becomes effective January 1, 2014, and applies to all elections held on or after that date.
