Exempts installation, maintenance, or replacement of electric load control devices by electric power suppliers and their contracted electrical contractors from permitting requirements under electrical contractor licensing laws (G.S. 87-43.1).

Work must be subject to supervision by a licensed electrical contractor and undertaken pursuant to North Carolina Utilities Commission-approved programs or similar municipal electric service provider programs.

Exemption applies to load control work performed both before and after the point of electric service delivery to customers, including all existing installations.

Amends county (G.S. 153A-357) and city (G.S. 160A-417) building inspection permit requirements to exclude load control device installations from permitting requirements under the same conditions.

Effective upon enactment (ratified May 23, 2013).
