Modifies G.S. 20-88(m) to reference "gross weight limits" in G.S. 20-118(b)(3) as authorized by specific subsections of G.S. 20-118(c).

Requires vehicles weighing greater than statutory gross weight limits to be registered for the maximum weight allowed for their vehicle configuration listed in G.S. 20-118(b).

Applies axle group penalties from G.S. 20-118(e) to violations, with penalties based on the difference between the vehicle's maximum gross weight and its declared weight.

Effective upon becoming law on June 12, 2013.
