Lowers the alcohol concentration threshold for requiring ignition interlock systems from 0.15 to 0.08, and expands requirements to include refusals of chemical analysis and driving while less than 21 years old after consuming alcohol.

Requires installation of approved ignition interlock systems on all vehicles a person may drive before they can obtain a limited driving privilege for DWI convictions, refusals, or underage drinking violations.

Establishes an Ignition Interlock Device Fund through administrative fees ($30-$60) collected by vendors, with 50% funding program administration and 50% assisting indigent persons unable to afford installation costs.

Prohibits the Division from issuing a driver's license with ignition interlock restrictions unless proof of installation is provided, and revokes licenses if the system is disabled or removed.

Becomes effective December 1, 2013, and applies to offenses committed on or after that date.
