Modifies the definition of "unit" or "local government" to clarify that municipal corporations are only subject to the State Budget Act as non-state entities.

Exempts the General Assembly from these provisions, allowing Chapter 120 of the General Statutes to continue controlling legislative expenditures in case of conflict.

Takes effect when signed into law.
