Increases North Carolina Human Trafficking Commission membership from 12 to 15 members with revised appointment structure among President Pro Tempore of the Senate, Speaker of the House, and Governor.

Replaces law enforcement agency representatives (county sheriffs and city/town police) with diverse appointees including Legal Aid of North Carolina, Department of Labor, North Carolina Justice Center, trauma experts, health care representatives, and faith-based organizations.

Adds Governor-appointed representatives from State Bureau of Investigation, State Highway Patrol, and a district attorney, and removes ex officio positions for various state secretaries and the Attorney General.

Extends Commission indefinitely by removing the December 31, 2014 termination date and establishing two-year terms with no reappointment restrictions.

Requires Department of Justice to provide office space in Raleigh for the Commission and allocate funding from available departmental resources.
