Clarifies that gasoline and oil inspectors can require measuring device repairs to be completed by a registered petroleum device technician within 10 days.

Authorizes the Gasoline and Oil Inspection Board to adopt rules establishing qualifications, registration requirements, and grounds for suspension or revocation of petroleum device technician registration.

Sets an annual registration fee for petroleum device technicians at $20.00.

Exempts registered petroleum device technicians from the Class 2 misdemeanor penalty for removing or breaking inspection seals when performing authorized repairs.

Effective upon passage, ratified July 18, 2013 and signed by Governor Pat McCrory on July 23, 2013.
