Appropriates $600,000 from the General Fund to the Division of Veterans Affairs for environmental, architectural, and engineering costs to construct a State Veterans' Cemetery in Goldsboro during the 2013-2014 fiscal year.

Amends G.S. 65-41 to increase the maximum number of state veterans cemeteries from three to four.

Directs the State to establish, own, operate, maintain, expand, and improve the Goldsboro State Veterans' Cemetery in compliance with 38 C.F.R. Part 39.

Requires any unspent appropriated funds to revert to the General Fund three years after the effective date if federal grant funds are insufficient, suitable land has not been conveyed to the State, or funds are not needed to complete the cemetery.

Effective July 1, 2013.
