Amends G.S. 153A-221(d) to allow counties to house up to 64 inmates per jail dormitory, provided minimum standards are met.

Requires dormitories to provide at least 70 square feet of floor space per inmate, including sleeping and dayroom areas.

Mandates one shower, one toilet, and one sink with security mirror per eight inmates, plus one water fountain per dormitory.

Requires telephone access, space for varied activities, sufficient seating and tables for all inmates, and officer visibility of the entire area from the entrance.

Removes the previous restriction limiting this standard to counties with populations exceeding 300,000, making it applicable statewide.
