Establishes the Eugenics Asexualization and Sterilization Compensation Program to provide $50,000 lump-sum payments to individuals sterilized or asexualized under authority of the Eugenics Board of North Carolina between 1933 and 1974 who were living on May 16, 2012.

Creates the Office of Justice for Sterilization Victims within the Department of Administration to assist claimants in determining eligibility, filing claims, and appealing determinations before the North Carolina Industrial Commission.

Sets a deadline of December 31, 2015 for submission of claims and establishes a multi-stage appeal process through deputy commissioners and the full Industrial Commission, with judicial review available to the Court of Appeals.

Makes compensation payments exempt from state and federal income taxation and excludes them as income, resources, or assets for determining eligibility for state or federal public assistance benefits.

Appropriates $10 million in fiscal year 2013-2014 to a Eugenics Sterilization Compensation Reserve, with funding allocated for program administration ($184,000 to Industrial Commission), victim services ($654,000 to Department of Administration), and database creation ($212,000 combined).
