Creates a 21-member Alzheimer's Disease Task Force within the Department of Health and Human Services, with the Governor appointing the chair and the Task Force electing a vice-chair.

Task Force membership includes six department directors (or designees) plus 12 members appointed by the General Assembly (six recommended by the Senate President Pro Tempore and six by the House Speaker) representing patients, caregivers, facility representatives, medical professionals, and the Alzheimer's Association, plus two at-large appointments by the Governor.

Task Force shall meet at least quarterly with open, public meetings accessible by webcast, and assess Alzheimer's disease impact on North Carolina residents, existing services and resources, population trends, and needed state policies and responses.

Task Force members receive per diem and travel expenses in accordance with state law, with a majority constituting a quorum for conducting business.

Task Force shall submit a final State Plan for Alzheimer's Disease report to the Governor and General Assembly prior to the 2015 Regular Session and terminates upon filing the report or January 7, 2015, whichever is earlier.
