Changes the definition of "nontax revenue" in the state budget act to include departmental receipts in addition to revenue not required by statute to be credited to a specific fund.

Modifies the definition of "unreserved fund balance" to apply to any fund rather than only the General Fund, and removes federal grants from exclusions.

Removes G.S. 116-238 from the list of University of North Carolina statutes exempted from Chapter 143C accounting requirements, while keeping them subject to Article 8 provisions.

Changes terminology in the budget recommendations from "Revenue Estimates" to "Availability Estimates" for General Fund, Highway Fund, and Highway Trust Fund.

Modifies language regarding the JDIG Reserve and One North Carolina Fund Reserve to change "expended or transferred" to "transferred" only, and renames the JDIG "Reserve Fund" to "Reserve."
