Makes it unlawful to consume or allow consumption of malt beverages or unfortified wine on business premises during any period when the business's on-premises permit for these beverages has been suspended or revoked by the Alcoholic Beverage Control Commission.

Exempts premises where the business has ceased operations and the property owner is not the permittee, provided the permittee is not engaged in any other business or activity at that location during the suspension or revocation period.

Amends the definition of "convention center" to remove the requirement that a privately owned facility be located within a designated Urban Redevelopment Area, requiring only that it be certified by local officials as consistent with the city's redevelopment plan.

Effective December 1, 2013 for the consumption prohibition; the convention center amendment becomes effective when the law takes effect.
