Eliminates the definition of "community-based program" and "shelter care" from juvenile code definitions; adds new definition for "return home or reunification."

Expands court jurisdiction over respondents in abuse/neglect cases to include custodians and caretakers who are properly served, waive service, or automatically become parties.

Creates new section G.S. 7B-401.1 establishing parties to juvenile proceedings, including automatic party status for guardians and custodians when guardianship or custody is the permanent plan, with provisions for caretaker party status and intervention limitations.

Replaces separate review and permanency planning hearing sections (G.S. 7B-906 and 7B-907) with consolidated G.S. 7B-906.1 establishing single review and permanency planning hearing framework with specific criteria and findings requirements.

Adds new G.S. 7B-905.1 establishing comprehensive visitation standards and procedures, including court-ordered visitation plans with specified frequency/length, director's authority to suspend visitation for safety concerns, and custody mediation options.
