Prohibits health care providers from charging for procedures or components not performed or supplied, with charges for pre-consent components limited to actual provider costs if patient declines the procedure.

Expands protection from hospital and ambulatory surgical facility liens to include the principal residence and surrounding five acres (if the property exceeds five acres total) held as tenants by the entireties.

Grants the Speaker of the House and President Pro Tempore of the Senate standing to jointly intervene on behalf of the General Assembly in judicial proceedings challenging North Carolina statutes or constitutional provisions.

Section 1 becomes effective December 1, 2013, for health care procedures rendered on or after that date; Section 2 becomes effective October 1, 2013, for hospital billings and collections practices on or after that date.
