Appropriates $3,731,927 for fiscal years 2013-2014 and 2014-2015 to the Department of Public Instruction to support Communities In Schools of North Carolina, Inc., programs and services.

Requires placement of at least 50 graduation coaches in elementary, middle, or high schools, with priority given to schools with four-year cohort graduation rates below 80.2% or performance composite scores under 65%.

Appropriates $1,035,000 in nonrecurring startup funds to Communities In Schools of North Carolina, Inc., to open a minimum of three Performance Learning Centers or innovative high schools within three years, with funds expended by end of 2015-2016 school year.

Requires Communities In Schools of North Carolina, Inc., to report on graduation coach activities and Performance Learning Centers development to the Joint Legislative Education Oversight Committee by October 15, 2014, and annually thereafter.

Effective July 1, 2013.
