Requires health insurance issuers in North Carolina to comply with Part A of Subchapter XXV of Chapter 6A of Title 42 of the United States Code (federal Public Health Service Act requirements) when issuing, selling, renewing, or offering health benefit plans in the individual or group market.

Authorizes the Commissioner of Insurance to enforce these federal requirements on health insurance issuers prior to January 1, 2014 for policies with starting or renewal dates on or after January 1, 2014.

Establishes new G.S. 58-3-300 to codify state enforcement authority delegated to states under 42 U.S.C. § 300gg-22(a)(1).

Takes effect January 1, 2014, with enforcement provisions effective upon enactment.
