Requires food establishments to have only one certified food protection manager even if the establishment has two or more separately permitted food departments on its premises.

Allows a person to serve as a certified food protection manager without obtaining accreditation from the American National Standards Institute or equivalent body, provided the person supervises two or more employees, has supervisory responsibilities, and genuine authority over food preparation and service.

Permits certified food protection managers to not be on site when the food establishment is not operating and food is not being prepared, packaged, or served, as long as a designated person in charge is present.

Authorizes food establishments to designate any person meeting requirements in Section 2-102.11 of the FDA Food Code of 2009 as a person in charge to act in the manager's absence.
