Allows renewal or extension of existing state agency leases under limited circumstances when the same agency, property, and lease terms are involved, with exceptions permitting up to three-year terms for Department of Justice facilities in Western North Carolina.

Requires the Department of Administration to report all leases extended or renewed under this act to the Joint Legislative Committee on Governmental Operations no later than May 15, 2015.

Section 1 of the act is effective when it becomes law and expires December 31, 2014.

Repeals Part XII of House Bill 834 (2013 Regular Session) if that bill becomes law.
