Exempts University of North Carolina from duplicative personal service contract reporting requirements under G.S. 143-64.70.

Authorizes UNC to contract with service providers for electronic commerce systems that collect and remit funds electronically, with State Treasurer discretion to waive daily deposit requirements based on demonstrated efficiency.

Excludes from property taxation improvements to real property owned by social fraternities, sororities, and similar college organizations located on UNC or constituent institution land, effective for tax years beginning July 1, 2013.
