Requires the Department of Administration to annually benchmark energy and water use for all state-owned buildings of at least 10,000 gross square feet that have been occupied for at least 18 months using the EPA's ENERGY STAR Portfolio Manager tool

Benchmarking must be completed by October 1 each year and include weather-normalized energy use intensity, annual carbon emissions, water use per gross square foot, and energy performance scores

Requires state agencies to include annual benchmarking requirements in lease renewals and requests for proposals for leased buildings meeting the 10,000 gross square foot threshold with at least 5,000 rentable square feet occupied by the state

Mandates the Department publish all benchmarking information on its website within one month of completion and create an annual action plan by April 1 recommending building system improvements and cost-saving measures

Each public building must have a Building Benchmarking Plan updated every five years to establish measurement protocols and action procedures based on benchmarking results
