Allows the Post-Release Supervision and Parole Commission to impose community service as a discretionary condition on Class F through I felons who have failed to satisfy orders for restitution, reparation, or costs from their sentence.

Prohibits imposing community service as a condition if the Commission determines the supervisee has financial resources to satisfy the restitution or related orders.

Authorizes a three-member panel of the Commission to set terms and conditions for post-release supervisees and decide violation matters, including warrant issuance, rather than requiring full Commission votes.

Provides that in the event of a tie vote by the full Commission on other matters, the chair breaks the tie with an additional vote.

Effective date: June 26, 2013 for Section 2 (panel authority and tie-breaking); immediate for Section 1 (community service authorization).
