Repeals Article 22D (Political Parties Financing Fund), Article 22J (Judicial Elections Fund), and Article 22b (Voter-Owned Elections Fund) from Chapter 163 of the General Statutes.

Removes a $50 surcharge on North Carolina State Bar membership fees that was previously used to fund the Political Parties Financing Fund.

Transfers balances from the North Carolina Political Parties Financing Fund, North Carolina Public Campaign Fund, and North Carolina Voter Owned Elections Fund to the General Fund, with exception for unexpended attorney tax funds to be retained by the State Board of Elections for voter guide printing.

Eliminates contribution limit exemptions for national, state, district, and county political party executive committees that were previously contained in subsections (e2) and (e4) of G.S. 163-278.13.

Becomes effective January 1, 2014.
