Directs the Department of Justice to establish a Western Regional Crime Laboratory in Morganton on underutilized State property at either Broughton Hospital or the North Carolina School of the Deaf.

Appropriates $2,900,000 from the General Fund to the Department of Justice for fiscal year 2013-2014 for renovating property and establishing the laboratory.

Appropriates $1,900,000 from the General Fund for fiscal year 2013-2014 and $1,900,000 for fiscal year 2014-2015 to establish and staff 19 positions at the laboratory.

Becomes effective July 1, 2013.
