Modifies the definition of all-terrain vehicle (ATV) to include vehicles 50 inches or less in width with three or more low-pressure tires manufactured for off-highway use, excluding golf carts, utility vehicles, and riding lawn mowers.

Redefines "utility vehicle" as a motor vehicle designed for off-road use and used for general maintenance, security, agricultural, or horticultural purposes, excluding ATVs, golf carts, and riding lawn mowers.

Establishes the Joint Legislative Oversight Committee on General Government with 12 members (6 from Senate appointed by President Pro Tempore, 6 from House appointed by Speaker).

Committee examines programs, operations, and policies of 18 specified general government agencies and departments including Administration, Revenue, Insurance, Elections, and the Governor's and Lieutenant Governor's offices.

Committee has authority to review budget compliance, monitor expenditures, receive agency reports, identify opportunities for coordination among agencies, and make recommendations to the General Assembly.
