Requires the State Controller and Government Business Intelligence Competency Center (GBICC) to enhance business intelligence through collection and analysis of workers' compensation data for fraud prevention and detection.

Mandates the North Carolina Industrial Commission release all requested data to GBICC relating to workers' compensation insurance coverage, claims, appeals, and enforcement under Chapter 97 of the General Statutes.

Requires the North Carolina Rate Bureau to provide all requested data on workers' compensation insurance coverage, claims, business ratings, and premiums, with immunity from civil liability for good faith information release.

Directs the Department of Commerce Division of Employment Security to release unemployment insurance data, the Department of Labor to release safety inspection and wage data, and the Department of Revenue to release business registration and tax data to GBICC for comparative analysis.

Protects all information shared with GBICC and the State Controller from public release and disclosure using the same confidentiality standards as other information available to GBICC.
