Modifies the Bernard Allen Memorial Emergency Drinking Water Fund to allow greater flexibility in use of monies, including notification of residents, testing of private wells, temporary/permanent alternative water supplies, and monitoring of filtration systems.

Increases maximum Fund disbursement from $10,000 to $50,000 per household or service connection for waterline extension projects; limits Fund contribution to one-third of total project cost when more than 10 residences are eligible.

Allows more frequent testing of private drinking water wells beyond the standard once-every-three-years if contaminant concentrations are increasing and risk exceeding drinking water action levels within three years.

Adds requirement that Department give priority to circumstances where wells are contaminated by non-naturally occurring groundwater contamination over naturally occurring contamination.

Increases annual personnel and administrative cost allocation from $100,000 to allow Department to implement the fund provisions; changes reporting deadline to October 1 annually to Environmental Review Commission and legislative committees.
