Allows state employees to authorize payroll deductions for discretionary transportation and parking privileges, subject to rules adopted by the State Controller and Department of Administration approval.

Requires the Department of Administration to use best efforts to offer bus passes through the payroll deduction plan.

Permits employees to designate a lump sum amount to be deducted periodically from their salary or wages for eligible transportation and parking benefits.

Effective upon becoming law.
