Establishes state policy to efficiently manage water resources to support economic growth and prevent water from limiting development.

Requires local water supply plans to include a local water efficiency plan with specific per capita potable water use reduction targets: 100 gallons per person per day by 2018, 75 gallons by 2025, and 45 gallons by 2035.

Requires water fixture and appliance retrofit and incentive programs as criteria for state loan eligibility and drinking water reserve funding.

Allocates at least 20% of Drinking Water Reserve funds to loans or grants for projects meeting local water use reduction goals.

Mandates building code rules equivalent to International Green Construction Code water efficiency provisions for residential and commercial structures, effective January 1, 2015, and requires new multiunit buildings to have individual water metering by unit.
