Repeals G.S. 153A-27 and makes vacancy-filling procedures in G.S. 153A-27.1 applicable statewide to all counties instead of only specified counties.

Standardizes the process for filling vacancies in local offices by requiring political parties to submit three or more nominations within 30 days, from which the appointing authority must select one; if fewer than three eligible nominations are submitted, the appointing authority may appoint any eligible person.

Applies unified vacancy-filling procedures to county commissioners, registers of deeds, sheriffs, city council members, and county board of education members elected on a partisan basis.

Establishes eligibility requirements stating that appointees must have been eligible to file as a candidate of the same party at the most recent election if replacing a party nominee, or must currently be eligible for election if replacing a non-partisan officeholder.

Repeals local acts in conflict with these provisions and makes the act effective immediately upon enactment, applying only to vacancies occurring after the effective date.
