Eliminates Education Service Cooperative (ESC) reporting requirements for local school administrative units.

Consolidates reporting on economically disadvantaged students to one report per school year and reduces redundant data submissions through the Instructional Improvement System, including eliminating the Principal's Monthly Report, LEA Vacancy Report, and five other specified reports.

Establishes a 14-member Commission to Study Exceptional Children's Services to review state requirements exceeding federal law and recommend ways to limit reporting and compliance burdens, with a final report due March 15, 2014.

Removes the requirement for local school administrative units to annually certify compliance with personal education plan requirements to the State Board of Education.

Requires the Department of Public Instruction to report by July 30, 2014 on reductions in data entry workload for schools resulting from implementation of PowerSchool and other Instructional Improvement System components.
