Requires all hearings of the full Industrial Commission to be recorded unless waived by consent of all parties.

Allows use of court reporters, transcription personnel, or electronic or mechanical devices to record hearings, with the Commission responsible for operating and preserving recordings.

Designates stenotype, shorthand, or stenomask records as property of the State to be maintained in the Commission's custody.

Provides that reporter compensation shall be set by the Commission consistent with Administrative Office of the Courts policies for the General Court of Justice.

Becomes effective August 1, 2013, with no obligation for the General Assembly to appropriate additional funds for implementation.
