Removes mandatory toll collection on all North Carolina ferry routes, eliminating the requirement that the Board of Transportation establish tolls on ferry routes.

Exempts the Ocracoke/Hatteras Ferry and Knotts Island Ferry from toll requirements (language previously in statute is removed as moot).

Authorizes the Department of Transportation to generate revenue through concessions offering food, beverages, comfort items, Internet access, and souvenirs on ferries and at ferry facilities.

Permits the Department to sell naming rights to ferry vessels, routes, and facilities, and to sell advertising space on or within ferry vessels.

Requires all revenue generated through these alternative methods to support promotion, improvement, repair, maintenance, and operation of the ferry system.
