Restricts use of excess unreserved credit balance in the Highway Fund to road-related purposes only, specifically access and public roads or other urgent road construction or road maintenance needs.

Prohibits funds from the reserve from being used for economic development purposes, eliminating previous allowances for administrative costs and information technology spending.

Limits individual projects funded from this reserve to a maximum of $5 million per project.

Requires the Department of Transportation to submit expenditure requests to the Director of the Budget and provide detailed reports to legislative committees at least five days before submission, including project descriptions, justifications, and funding sources.

Establishes that any reserve balance exceeding $5 million at fiscal year end shall be transferred to the Reserve for General Maintenance in the Highway Fund.
