Prohibits distribution of tobacco products, tobacco-derived products, vapor products, and cigarette wrapping papers to anyone under 18 years of age, with violations classified as Class 2 misdemeanors.

Requires retailers to demand proof of age from prospective purchasers believed to be under 18 and establish training requirements for sales employees; provides defenses including reliance on valid ID or third-party age verification systems.

Bans vending machines distributing tobacco-derived products and vapor products in non-restricted establishments, with removal deadline of August 1, 2013.

Requires independent third-party age verification for internet and remote sales of tobacco products to confirm purchasers are at least 18 years old.
