State Treasurer shall develop a health savings account (HSA) option for teachers and state employees that complies with 26 U.S.C. § 223 and applicable federal law.

State Treasurer must annually prefund participants' HSA accounts with a portion of savings generated from shifting State Health Plan members to HSAs, and may make additional payments throughout the calendar year.

HSA option must be offered to eligible State Health Plan for Teachers and State Employees participants no later than January 1, 2015.

Effective upon becoming law.
