Allows sentencing judges to reduce sentences, impose below-minimum prison terms, or suspend sentences for drug trafficking convictions under G.S. 90-95(h)(5) when specific criteria are met.

Permits sentence reduction if the convicted person provided substantial assistance in identifying, arresting, or convicting accomplices, accessories, co-conspirators, or principals.

Permits sentence reduction if the person has no prior convictions for crimes causing or threatening serious bodily harm, no prior felony drug convictions, and the judge finds by preponderance of evidence that the person did not possess a firearm during the offense.

Allows persons convicted under G.S. 90-95(h)(5) prior to the effective date to petition the sentencing court for sentence modification if they meet the amended criteria.

Becomes effective December 1, 2013.
