Repeals Article 22D of Chapter 163 (North Carolina Public Campaign Financing Fund) and Article 22J of Chapter 163 (Voter-Owned Elections Fund) effective upon enactment.

Removes the $50 annual surcharge on North Carolina State Bar membership fees that was previously directed to the public campaign financing fund.

Eliminates the $50 surcharge that was sent monthly to the State Board of Elections from bar membership dues.

Transfers all remaining balances in the Public Campaign Fund and Voter-Owned Elections Fund to the General Fund, except unexpended funds from attorney taxes shall be retained by the State Board of Elections for printing voter guides.

Removes references to the repealed campaign financing articles from severability provisions and contribution limitation exemptions in election law.
