Allows landlords and tenants to use a master meter for electric and natural gas service when the lease agreement includes utilities in the rental payments and service is registered in the landlord's name.

Adds a new exemption to G.S. 143-151.42(b) to existing Utilities Commission approval pathway for master meter usage.

Applies to leases entered into, amended, or renewed on or after the effective date of June 19, 2013, including leases that renew automatically by inaction.

Permits alternative service arrangement without requiring individual dwelling unit metering when tenant and landlord have mutually agreed to include utility costs in rent.
