Makes dealer records of pistol and weapon sales confidential and not public records, except for inspection by State, county, or police officers in their official capacity.

Applies confidentiality protections to permit information maintained by sheriffs, the State Bureau of Investigation, and clerks of court, preventing public access to identifying information of permit holders.

Becomes effective October 1, 2013.
