Local management entities (LMEs) operating prepaid health insurance programs must monthly report all client-specific paid claims, encounter data, and shadow claims to North Carolina Community Care Networks, Inc. (CCNC) to track State and federal mental health expenditures.

Claims data must be submitted within two business days of the last business day of each month.

CCNC shall manage reported data in compliance with HIPAA privacy rules and other applicable medical privacy laws.

Privileged medical information and protected health information received by CCNC is confidential and not subject to public records disclosure under G.S. 132-1.

The act becomes effective January 1, 2014.
