Modifies reasonable efforts requirements in child abuse and neglect cases by requiring specific findings on whether the county department made efforts to prevent or eliminate placement need, and adds sexual abuse and sex offender registration to circumstances allowing cessation of reunification efforts.

Changes the timeline for court review of adoption plans from review triggers based on specific parental surrender conditions to a requirement that review be held within six months of accepting a relinquishment for adoption unless the juvenile has been adopted.

Increases administrative penalties for violations of Articles 19A and 19B of public health law from $1,000 and $750 per day respectively to $5,000 per day for each article.

Reduces the filing deadline for birth certificates from 10 days to 5 days after birth.

Requires health care facilities and providers to submit cancer and benign brain/central nervous system tumor diagnoses electronically to the state cancer registry within six months of diagnosis, effective October 1, 2014, using Centers for Disease Control and Prevention-prescribed format.
