Requires the Division of Child Development and Early Education to create a pilot program providing per-classroom funding for NC Pre-K programs in three geographically diverse contractual regions.

Local NC Pre-K administrators shall contract with providers to operate classrooms under the pilot program structure.

Division must report findings to the Joint Legislative Oversight Committee on Health and Human Services and Fiscal Research Division by January 31, 2014.

Report must include student numbers served, per-classroom and per-student funding amounts, attendance records, satisfaction levels, teacher retention rates, and SEEK system usage data.

Report must compare pilot program costs to traditional per-student funding methodology costs.
