Amends Session Law 2012-118 to modify satellite annexation restrictions under G.S. 160A-58.1(b) for the Town of Wallace.

Adds the Town of Wallace to the list of municipalities exempted from the 10% satellite annexation area cap, allowing annexation of noncontiguous areas beyond this limitation.

Removes the previous restriction limiting the law to only the annexation of property containing the Vidant Family Medicine facility, making the exemption permanent and broader.

Becomes effective upon passage and applies exclusively to the Town of Wallace.
