Establishes the Insurance Premium Assistance for Pregnancy program to help uninsured, lower-income pregnant women in North Carolina acquire health insurance through state-funded premium assistance.

Requires eligible participants to be state residents, lawfully present in the U.S., not on active criminal punishment, have a medically verified pregnancy, lack minimum essential coverage, and have household income at or below 185% of the federal poverty level.

Provides premium assistance covering costs up to the amount specified in federal tax code 26 U.S.C. § 36B(b)(2)(B)(ii), with the state remitting payments directly to the insurer; assistance extends from pregnancy through the end of the second calendar month following delivery.

Expands Medicaid eligibility for pregnant women with household income at or below 133% of the federal poverty level to receive services related to pregnancy and pregnancy-related complications.

Program administered by the Department of Health and Human Services with an effective date of January 1, 2014.
