Establishes the North Carolina Infrastructure Development Authority as a public agency to facilitate public-private partnerships for infrastructure projects.

Creates an 11-member Authority Board with members appointed by the Governor, General Assembly leadership, and ex officio members including the Secretary of Transportation, State Chief Information Officer, and Public Utilities Commission Chairman.

Grants the Authority power to study, plan, and undertake transportation, public works, and information technology projects; acquire property by purchase or eminent domain; charge tolls and fees; and issue revenue bonds.

Requires Authority to use revenues solely for project administration (capped at 5% of total revenue), debt service, operation, and maintenance; may use up to 100% of revenue for debt service and operations combined.

Mandates Authority report to the Joint Legislative Commission on Governmental Operations by January 15, 2015, on activities and barriers to public-private partnerships.
