Appropriates $2,000,000 for fiscal year 2013-2014 and $2,000,000 for fiscal year 2014-2015 from the General Fund to the Department of Public Safety to expand teen court programs to counties that do not currently have them.

Directs the Division of Juvenile Justice to develop evaluation criteria for teen court grant applicants and establish a competitive grant award process.

Appropriates $2,755,141 for fiscal year 2013-2014 and $2,995,249 for fiscal year 2014-2015 from the General Fund to the Judicial Department to restore funding for drug treatment court programs authorized under Article 62 of Chapter 7A of the General Statutes that had funding eliminated in the 2011 budget.

Becomes effective July 1, 2013.
