Establishes the North Carolina Statewide Reentry Advisory Council within the Department of Public Safety to provide information about programs serving juvenile and adult offenders upon reentry into the community.

Council shall identify reentry barriers, improve coordination of reentry services among state and local agencies, establish partnerships for job creation for individuals with criminal backgrounds, and promote evidence-based reentry strategies.

Council members appointed by the Secretary of Public Safety; state officials compensated per G.S. 138-6, General Assembly members per G.S. 120-31, and other members per G.S. 138-5.

Council must report to the Joint Legislative Oversight Committee on Justice and Public Safety by February 1, 2014 on progress addressing its assigned tasks.

Act becomes effective upon passage into law.
