Permits students from public schools without a specific interscholastic athletic program to participate in that sport at the nearest public high school offering the program.

Allows private school, home school, and charter school students to participate in sports at their base public high school or the closest public high school with the program.

Extends participation rights to extracurricular activities (beyond athletics) for charter, home school, and private school students at public high schools.

Requires participating students to comply with the same terms and conditions as regularly enrolled students at the host school.

Effective for the 2013-2014 school year and requires the State Board of Education to adopt governing rules.
