Requires the Commission for Public Health to adopt rules mandating screening for Krabbe disease as part of the existing Newborn Screening Program administered by the Department of Health and Human Services.

Increases the laboratory fee for newborn screening tests performed by the State Laboratory of Public Health from $19.00 to $21.12 per test to cover costs of the new Krabbe disease screening requirement.

Mandates that all health benefit plans provide coverage for Krabbe disease screening with the same deductibles, coinsurance, and other limitations that apply to similar covered services.

Appropriates $694,000 to the Department of Health and Human Services for fiscal year 2013-2014 to fund scientific equipment and laboratory information management system programming needed to implement Krabbe disease screening.

Section 3 (insurance coverage mandate) becomes effective upon the date the Commission's rules take effect; Sections 2 and 4 (fee increase and appropriation) become effective July 1, 2013.
